History
When she was 24 years-old, Thi Phan Nguyen escaped Vietnam with thousands of others in 1979 on a boat with her young children, two year old daughter Dong An, and four-year old son Minh. After eight days at sea, a fishing boat heading to Thailand rescued them. In Thailand they received medical treatment and remained in a refugee camp until they received refuge in the USA in 1984. They were directed to North Dakota via sponsorship.
Thi Phan’s husband and the father of her children, Tuan Nguyen, remained in a reeducation camp in Vietnam until 1988 where he joined his family in the US through the Orderly Departure Program. In 1990, the family moved to Orange Grove, California where they purchased a small three-bedroom house. In 1997, their “miracle baby” girl, Kim Ly, was born. At the age of nine months, she was found to be profoundly deaf.
Current Situation
You are the medical social worker at St. Joseph Hospital. Yesterday you have conducted a medical intake with Thi Phan Nguyen as her husband, Tuan, was being admitted for radiation and chemotherapy after being diagnosed with progressive lung cancer. The family has no medical insurance. Thi Phan reported that in addition to being a heavy smoker, her husband has been unemployed for the last four years. He suffered from nightmares associated with torture he was exposed to in the re-education camp.
She added that their marital relationships has been strenuous due to lack of financial resources and difficulties related to Dong An who left her husband taking her baby with her after reoccurring physical altercation with him. Her brother Minh insisted that she should return to her husband immediately but she refuses.
Minh is single and has always lived in the family home with Thi Phan and Tuan. He works as a postal clerk and his income helps to support the household. He likes to gamble, and once a month goes to Las Vegas, and most other weekends goes locally to one of the casinos. Occasionally he is wins moderately large, but most times he loses pretty heavily, and has far less to contribute to the household income.
Thi Phan said she feels that her adult children’s arguments are draining her last drops of energy. Lately, she over-sleeps and has lost her appetite. She finds no energy to cook at home. Yesterday, one of her long time clients requested the owner of the nail salon where Tai works to have another manicurist because she said: “Thi is so gloomy”.
In a phone conversation you had with Dong An, she added that her husband has always been abusive but because of her pregnancy before marriage her father and brother forced her to marry him. She does not care about him but also does not want to upset her father and is afraid of her brother’s rage. If she would have it her way, she would leave her parents’ crowded house to live with her (undocumented) Guatemalan boy friend, who is kind and loving. She is afraid that her husband will receive full custody of their son, Garret, as he often threatens to do. She said she does not dare to tell her parents about the ethnicity of her boy-friend because it will not be received well.
She also added that no one ever pays attention to Kim Ly who has limited language skills and consistently struggles academically. Kim never has friends over or talks about friends from school. She added: “Kim Ly is very loving toward Garret but a baby is not a substitute for company for a ten-year-old girl”.
