The maximum limit of eight pages means just that, a maximum limit. Eight pages should give you enough space to show me that you can manipulate several of the economic ideas from class. Extenuating circumstances may obtain you permission to exceed 8 pages, but talk to me first.
Five pages is the shortest I recommend that your paper be, but if you feel you have a good product in fewer pages, do not pad it to five. I will not be subtracting points for short papers, but make sure you cover enough ground in a thorough fashion.

In a Nutshell:
Pick an everyday topic and shed some light on / analyze it using economic methods and principles. Padding will not score you points. I’m looking for clear writing that convinces me you know how to apply several economic topics from class.

Your topic:
You can pick virtually any topic and analyze it from an economic perspective, but I would recommend that you choose a real-life situation of some sort. Feel free to develop and choose your own topic, but you will probably want to run it by me first. The chosen topic should be one that allows you to apply several principles or economic tools you have learned about in class. Writing about an issue that has been well-discussed by easily-accessible economic/policy writers will make it more difficult to earn an exceptional score.
