The UK government is planning a high speed rail project linking London with Leeds, Birmingham and Manchester. This multi-billion pound venture is extremely controversial with doubts about whether the project represents value for money, concerns about the environment and spiraling costs.
Your task is to write a report to the Prime Minister setting out:
1. The possible dangers of escalation of commitment.
2. Measures to curb escalation.
