You are a social worker in an Older People?s Services Team.

The authority for which you work is cutting back its services to older people because of an overspend on its total budget. As a result, new services are only being allocated to older people who are assessed as meeting the highest category of ?critical need?. At the same time, services to children and families which have a much higher profile in the authority and in the media are unaffected. You are very committed to your work and, in these circumstances; you feel very strongly that it is unfair that vulnerable elderly people should be targeted in this way.

You undertake an assessment on Mr Banks an 80 year old man who lives alone, has no family, and manages with the support of his neighbour Mrs. Jackson who is herself in her late 60s. At the end of your assessment, which you have carried out conscientiously and thoroughly, you decide that Mr Banks just fails to meet the criteria for ?critical need? and will therefore receive no services.

However, you suspect that some of your colleagues, who are also angry at the unfairness of the cuts, are deliberately assessing some older people as in critical need when they do not meet the criteria so that they will receive services.

Then, a close friend contacts you to say that she knows Mrs Jackson?s daughter who has told the friend that you have visited Mr Banks. Your friend asks you as a favour to them to give special consideration to Mr Banks? case to take some of the pressure off Mrs. Jackson in supporting Mr. Banks.
