POLICY PAPER GUIDELINES
In this paper, you are expected to chose some contemporary problem in international monetary
and financial relations and evaluate alternative policy solutions. You are thus expected to
identify an urgent problem facing the international economy and finance today and provide some
thoughts about its origins and possible solutions. The choice of problem is up to you but it must
be related to theoretical and empirical issues explored in this class.
The aim of the paper is comparative analysis, not mere description. That means that you should
address the following questions:
1. What is the problem, what are its origins, and why is it important? You should identify
the key issues involved in the problem you choose to discuss. You should also identify
the theoretical framework(s) to examine this problem.
2. What solutions might be proposed, and what are their strengths and weaknesses? You
should identify and evaluate alternative possible solutions.
3. Is any policy solution clearly superior as a way to solve the problem, or does the problem
require a combination of solutions? Make a strong case for your own preferred policy
choice.
In making a case, it is not enough simply to state your opinion, you must also say, to the extent
possible, why what you believe is better than all other choices available. You must compare and
contrast relevant policy possibilities, weighting and evaluating the strengths and weaknesses of
each as convincingly as you can.
“Policy Analysis and Debate” boxes in Oatley, International Political Economy provide
guidance on how to relate the theoretical models—political and economic—to contemporary
policy debates. A good paper states a clear argument and systematically supports the argument. State your main
argument clearly and cogently at the beginning of the paper, preferably in the first paragraph,
and then turn to the evidence. Define what is it that you are trying to explain and what are the
key theoretical concepts that you use in your explanation. Define and explain the key theoretical
terms and concepts you use in your paper as precisely as possible.
Once you have established the argument, your job is to convince the reader that your
interpretation of the evidence is most convincing. This means using evidence and facts (both
historical and contemporary) that you have learned from the lectures, readings, and supplemental
readings. Establish clear links between your argument and the evidence you bring to bear on it.
In other words, you should not just present a set of facts or summarize the argument of a
particular author; rather, you should demonstrate precisely how and why this evidence makes it
more likely that your argument is more plausible than the other competing explanations. Balance
fact and opinion. Summarize findings and offer reasonable conclusions. Write precisely, clearly,
and simply.
Do not underestimate the importance of a polished presentation, free of spelling and grammatical
errors. Be sure to leave yourself enough time to edit and proofread your work.
Make an effort to find traditional print sources. There might be a book or two that provide
important background information. Search the holdings of the UCR Libraries. You should also
use reliable Web-based sources to get statistics related to your topic, news sources, and academic
articles. The UCR Library is a crucial source of electronic materials; I encourage you to make
use of electronic databases such as JSTOR, LexisNexis, ProjectMUSE, and others. Policy briefs
and working papers published by the Peterson Institute for International Economics, the leading
think tank in the area of international economics, should prove useful. Balance the use of
academic and journalistic literature in writing.

Reference your sources appropriately, using either a scientific convention or footnotes. Citing
simply the author is not enough. You must cite page numbers. For example: Eichengreen (2008:
12). All sources should be listed in a Bibliography at the end of the paper. When listing web
sites, give the complete URL address in addition to the name of the site.
