Consider the jurisdiction/city in which you live or work. For the purpose of this assignment, you are the chief of police. What are the local political forces? Who are the political players? What type of government structure does the jurisdiction have, e.g. strong mayor, council-mayor?
As the chief of police you have just had a meeting with a very well-connected community leader. There have been a number of auto thefts in his community and he is demanding that you add extra police officers to his area. Your crime analysis information does indicate that over the past three (3) months, the number of auto thefts has increased 200%, from 4 to 12. The year before, there were three (3) auto thefts. Overall, for the city, there are approximately 200 auto thefts a year. The police commander in charge of the area has provided you with recent deployment data and a “power shift” comprised of 4 officers (already assigned to the area) is already working on the problem. The commander indicates that he has the situation in control.
The community leader has called a press conference and the mayor is in attendance. He demands on air that additional personnel be added to the district in which this particular area is located and that the additional personnel be specifically assigned to his area to take care of this problem. The news media personnel ask the mayor whether he plans to assign additional officers to the community leader’s area, to which he responds that he will be meeting with you later in the day to discuss the matter.
You and the mayor do meet and he tells you that you are to reassign four additional officers from another district to the district where the community leader’s community is located. He also tells you that the community leader is critical to his re-election as mayor and if you like your job you will make the transfer happen.
What will you do? There is no need to reassign the officers. Your commander is handling the matter and it is really crime is really no a major issue in the community leader’s area, however, you have heard through the grapevine that he wants to run for city council in the next election.

You are one of four finalists for the position of chief of police in Besttown City, USA, an suburban jurisdiction. If you are selected, you have will to develop the department from the ground up. As part of the assessment center portion of the selection process, you have been asked to design an organizational chart for the proposed department using the following information.
The city has a multicultural population of 75,000, with 25% of its residents under the age of eighteen (18) and 10% of residents are over the age of sixty-five (65). The racial breakdown is as follows:
• White Non-Hispanic (44.2%)
• Black (34.0%)
• Hispanic (14.4%)
• Other race (7.4%)
• Two or more races (5.0%)
• Asian Indian (1.9%)
• American Indian (1.2%)
• Filipino (0.6%)
• Vietnamese (0.6%)
• Chinese (0.5%)
The form of government is mayor-council. There are six council members (does not include the mayor) and there are six council wards, however, initial discussions have indicated that the city would be divided into three (3) patrol districts or service areas. This may change once the chief is on board, however, that is the information as of now.
The mayor-council anticipates a full-service police department with an authorized sworn strength of 150. The civilian strength is projected to be thirty (30). Whoever is selected chief will have to work with the personnel department to determine the exact positions for civilian staff.
One of the reasons for the creation of the department is community dissatisfaction with the service provided by the county police department. Response time to calls for service has been a major sticking point in town meetings held by the mayor and city council. Community members want calls to be dispatched by their own police department. For 2008, there were 23,000 calls for service. Crime stats for three years are provided:

What type of organizational chart would you recommend and why and how would the design “look?” What additional questions would you like to ask the mayor and/or council to develop this chart? Still, this is an assessment center and while those questions might assist you, you have to develop the chart with an explanation based on the information provided.
