A few of the Administrative Mechanisms that I recognized in the reading are FEMA, EMAC, The Emergency Management Assistance Compact was set up in the early 90’s to provide assistance in addition to State and Federal resources, There are also grants available to states to help support during times of crisis.
It is apparent from the reading and videos that coordination is a challenge. People love to take credit when things are good and then shift blame when things go poorly. Effective communication is an obstacle because of the differing views of people’s responsibility in a situation. In Waugh & Tierney communication is discussed in relation to EMAC, “Poor communication between state emergency management offices, including governors’ offices, and local agencies meant poor situational awareness and poor response to local needs (p 110).” Every party is trying to meet their needs and accomplish their own goals. These goals are all different but all important in different ways. Since everyone is an “expert” in their field there can be power struggles about who actually is in charge and what is most important. Collaboration can also really improve communication and help overcome this obstacle. In addition to effectively talking to each other is infrastructure for communication systems during a disaster. Comfort &Haase describe the challenges of communication infrastructure during a disaster.
